and Mr. Melmoth, the Secretary-designate of the proposed Port Trust, were in Hong Kong at the time of the Committee's deliberations and Mr. Coleman was very fully consulted by the Committee.
Subject to any comments that may be received in response to this letter, and the one on similar lines which is being sent to the Admiralty it is proposed to suggest to the Governor, when replying to his despatch, that the Port Committee should be reviewed in three years' time in the light of the experience gained of its working, and with particular reference to the question whether this arrangement provides the widest possible measure of public responsibility compatible with conditions in Hong Kong; that the Committee should not appoint its own Chairman, but that the Harbour Master should preside ex officio; and that two Chinese members should be included on the Committee as well as a representative of labour interests.
